Public sector framework usage is increasing rapidly across all government verticals.

In 2023, 26% of the total value of public sector contracts were awarded via framework agreements - up from only 11% in 2018.

During this same period, the total value of NHS call-off contracts shot up from 2% to 25%.

📊 How does the public sector use framework agreements and DPSs?

Tussell's analysis shows that frameworks usage is increasing quickly but varies significantly across sectors and between public sector buyers.

Some buyers like the Ministry of Justice (MOJ) award almost 80% of their contracts via framework agreements, whereas others like DESNZ use frameworks less than 20% of the time.

The analysis shows that different buyers rely on different frameworks, and that some framework agreements are rarely used to award work to SMEs.

 

It also shows that successful suppliers use framework agreements significantly more than the rest of the market.
